PEMRA, the FTA mandate and PSL primacy

PEMRA, Pakistan’s Electronic Media Regulatory Authority, mandates PTV’s free-to-air carry on the PSL as a matter of public-interest broadcasting. This is the structural reason PSL accessibility in Pakistan is materially higher than IPL accessibility in India: the Pakistani state broadcaster carries the country’s flagship T20 league terrestrially, where the Indian government’s FTA mandate explicitly excludes franchise leagues.

The same PEMRA framework, on the other side, is the reason no Pakistani broadcaster carries the IPL — the PEMRA blackout has held since the early 2010s and Indian rights-holders do not license the IPL into Pakistan. PSL in Pakistan is free; IPL in Pakistan has no legal route.
